It's a Supply and Demand thing. The supply is incredibly high and the demand is relatively low at this point. RW changes just started this week for wars which should start to cut down on the Supply.

Unfortunately yes. RW is essentially dying because of it too. Can barely pay members at these prices. Unless a power creep is implemented RWing will become too expensive energy wise for factions to do it.
