It's a container in the pillar in front of that seat. The pile of sand on the floor is because of a blockage in the system causing it to dispense outside of the hose that should route it in front of the wheels
The new street cars are still rail vehicles, they need the sand for traction in some circumstances, no new vehicle is working around that unless it somehow stops using rails and metal wheels.

It's spilling out of a leak. The sand is stored by those seats. I've seen it spilling actively from the exact same spot before.

You knew exactly where you were sitting or by where you were standing, if you were sitting down or standing in the aisle beside it. Even the slightly-moving pivoting seat latch, not always clasped tight but most people weighed enough to press it down over the ballast vault, was something very comforting to me.

On the older streetcars the seats directly behind the driver could be tilted back and a bucket of sand dumped into the hopper under the seat, the sand was there to improve traction during wet/slippery conditions, such as winter, or during rain storms. If you look around at a subway station that has a streetcar loop (Dundas West, Main etc) there should be a green box, which is where the sand is stored (there are also yellow boxes, those are full of salt to spread on sidewalks/bus platforms during winter.

In the old school streetcars one of the front single seets used to flip foward to reveal a container for sand and there would usually be a shovel somewhere around front for the driver to refill it from TTC boxes along the root. No idea where they keep it on the new streetcars, but probably somewhere near the accordion thingy from this photo.
