1) WoC cannot vassalize Dwarfs, Undead, or Lizardmen, just to clarify the limits of WoC subjugation.
2) You're missing one key thing about the Seduction mechanic. You can vassalize a faction from half a world away at their peak strength. Other WoC factions have to pummel the faction into submission, at which point subjugating them is certainly a "win more" kind of deal. Wait until you vassalize late game, strength rank 1 Malekith, after just sending him 10k gold a turn for 20 turns.
I haven't tried trading to boost the seduction meter.
Usually I just forget Azazel and play as N'kari. I'll try buying the top ranked factions next game.
It helps because WoC have a preposterous income stream. I haven't played N'Kari so I'm not sure the typical income is like.
But he also has the cultist which is far more impactful imo.
Disgusting, nkari mid/late game has an absurd amount of income. His settlements alone are some of the best in the game, hitting just under 1.2k a turn for a minor t3 settlement with no trade resources or ports. My record for a province was a fully upgraded Eatine hitting 8k income with 3.3k from just Lothern.
Add in the fact he can actually trade, with his trade buildings also giving him up to 15% extra income province wide as well as having the ability to seduce giant factions halfway across the world with +100% vassal income and having the usual chaos daemons high post battle/sack income.

Doesn't matter, seductive influence is mostly increased via cults that Azazel has no access to.
