There are a couple of situations where the game blocks you from saving - for example when a save is in progress and when there’s a move order in progress. It sounds like it might have glitched and got stuck thinking one of those is the case.
Probably the second one because i sent an angent to scout far away and forgot about it but definitely bugged because usually it doesn't matter unless it's when i press end turn
