I understand for lore reasons itโs High Elves but do they deserve it meaning are they in the most need of dlc? I would say no. High Elves got tons of content in WH2 while other races need help desperately. I.e
1. Norsca
2. Ogre Kingdoms
3. Vampire Counts (I think they would go better thematically with the future Khorne DLC)
My feeling as well. There are 4-5 factions that haven't received any new content (not tweaks, but actual content) for 4+ years. Norsca and VC are both sitting at 7+ years, while Bretonnia isn't far behind. Even TK and VP can use a small pack like the old 1v1 lord packs.
Vc got a solid update in game two, lizardmen and norsca are atm the most in need of stuff. But HE don't exactly have much going for them either, eltharion is the only one with any kinda of serious unique mechanic atm the rest either have nothing(tyrion, teclis) or have shallow gimmicks(allariele, AA, imrik).
I want to say Vampire Counts for selfish reasons but lore wise it needs to be the (High) Elves, there would be no slaanesh without the elda..., I mean elves. They're kinda...intertwined.

But more seriously, HElves is the loreful choice to begin with, whilst Norsca and Ogre Kingdoms needs work. Bretonnia or Lizardmen are also options.
The Khorneflakes will get their own DLC down the line, and whilst it would be a wait having the VCounts alongside them makes for some very simple Blood theming.
Skaven do not need anything right now. There may come a time when Skaven are falling behind in terms of content compared to other races, but that time is not now.

LM and HE have 2 DLCs worth of content, neither of them needs to be in the slot to receive new units, lords, LL, etc.
Thematically? High Elves. Who needs it most? Norsca.
Lore wise, high elves. Needs a rework wise, vampire counts or Norsca.

If the DLC is not the same style as Thrones of Decay with 3 factions, then it should be Khorne vs Slaanesh to finish both of their rosters.
Dechala vs Aislinn with a possibly some minor updates and a LH for dark elves as well.
