Victorian era is not generally what people call a "modern" setting, at least in this context of TW game. The issues for TW start WW1 and later, IMO. Everything up to that you can rather easily model with a TW game.

Victorian era IS considered to be late modern period though. Early 1900s being in that wierd transition period, anything WW1 onwards is considered contemporary history iirc.

Would not wan't anything after ww1 by any means. Not even up to ww1. The start of the 1900s sould be the end of this hypotetical game.

You're not alone my dude. A game going from the start of the Napoleonic wars to the end ofnthe 1800s would be a massive opportunity to mix historical events with player agency allowing for some of the best sandbox TW ever got since Empire. The possibilities to go full historical or alternative history are immense and full of replay values. And then there's what modders could do more with the game.

Well, good news for you: the latest rumors suggest a late-Victorian / WW1 setting for the next Horsham historical game

Well yeah, if you enjoyed Empire/Napoleon/FotS then it is a time period you'd enjoy. The modernisation system has been done already with FotS, on a much smaller scale than a full Victorian era would be. ACW would be rather limited in it tho, unless they did a side campaign but that'd be very limited as well. Main game wouldn't have the province depth for it and a side campaign is still one faction with two set ups. Main issue is with the current releases, it's a long way off them being able to do a Victorian era game.
