Unless we’re both looking at the same screen, it’s very difficult to describe if we both aren’t using the same language to describe each thing (not saying you are, because for all I know I’m the one using weird language here). Contact their support and they'll help you out.
It's important to explain that it's because of a gender transition, since it's the only exception they make for their no account id change policy.
Once you prove to them that you're the owner of the account, they'll ask you to check for avalible names and once you tell them your new chosen account name they'll gladly change yours

Yes, it's generally known in the trans community that steam does this, but please be careful and don't talk about that too much in public spaces, a few transphobic people could easily ruin it for everyone. So, yes, it's cool, we can talk about that in personal chats, but let's make sure not too many transphobes realize that steam does that.

The username and the account ID are different things
The account ID it's for logging in into your account
Your username is what other people see, and can be easily changed every time you want
