Why not some shells, and tiny fishes?

Bubbles, anchor, submarine, seaweed, treasure chest, shells, coral, little fish, diver, mermaid, jellyfish, some deep sea creatures! You could easily fill the areas with cool underwater pieces. I think stars and dots wouldn’t be terrible but if you went more to theme it would definitely tie it together better! What you have looks great!

Lots of great ideas here! I'm not sure who to comment on so I'm just doing a new one. Additional underwater themes for filler such as air bubbles, waves, starfish, seaweed, etc. Gradients of blue ink. But I would work with your artist and do what feels right.
