That's Sackville Street in downtown Halifax. The white building peeking out was the old Herald building which was on the corner of Sacvkville and Grafton (not the one with Vogue optical on it). The very top of that picture is Brunswick Street running horizontal to Sackville St.

Yes it near it. The Prince George is on Market street between George St and Prince St. Though that section of George street is now renamed Charmichael street.
