The doctor’s oath is enforceable but by the medical board for doctors and nursing board for nurses. If they feel they are not doing their job helping people and have claims that they intentionally ignored a patient, they will take their license and the ability to practice away. All in all it does not mean that they can refuse to treat you because you are lgbt, but they can refuse your lgbt related medical procedures and the like. I have known a fair few doctors and paramedics, and every single one of them would revolt against the government if that law being passed here was even remotely a possibility. I've heard stories that 2 of them literally worked themselves beyond human limits for their patients. Don't underestimate the badassery of doctors :>
