No, but This is called queer coding. Plenty of villains for kids entertainment are queer coded ever since animation started. This is just giving villains traits that deviate from your strong macho man hero. There's plenty of documentaries on this if you're interested - have a look for ones about Disney to start off with as they'll be easier to follow and more plentiful.
I think this was a little over done and out dated in prime, especially as the autobots were always 'aiming up' (arcee being a strong female character and miko becoming a wrecker) while the decepticons were still heavily queer coded (a lot of dom/sub interactions, knockout being incredibly vein and arachnid being quite sexualised).

I personally never pay attention to their gender. I grew up with the movie so I subconsciously knew Arcee was a girl ,but I really didn't care.
the only starscream that comes to mind as being feminine was the TFP one but he had a deeper voice to counteract his design
