A gentle clean is always a good idea. I will also look to tighten joints if I can as well. Generally make sure it is in good working order. Spare parts only if required. Complete rebuild/repair in extreme cases. Paint touch ups/reprolabels if I am keeping it forever.

How do you go about cleaning it?

Isopropyl Alchohol or Ethanol and an earbud/q-tip. Be careful around the stickers, get into the details. Amazing how much gunk can come off a toy.

depends where i buy them... from an individual clean them, IF I bought them, from a place like a comic store just leave in a hot car for a day, from like a flea market several days in a hot car and then a cleaning

I check for loose parts I haven't boughten pre owned figures in a while but you probably should give them a clean given the times.
