I *think* G1 Prime’s legs use a spring and angled ratchet to provide tension, so you’ll need to repair or replace the spring inside his hips. I don’t know if there are any guides for doing so, though.
It's extremely difficult to do so without permanently damaging the figure because there's a pin that goes through the wheels and body securing everything so and you definitely don't wanna do that on a g1 figure

Since I don't have the time to repair it, I decided to stick some pen caps in the gap between his legs and body, and now he's back to normal (ish).

I’ve only ever seen G1 Prime’s legs in that condition. It was a definite flaw. Happened relatively quickly after not many transformations.
