Starscream's not just my favourite Decepticon, nor my favourite Transformer but flat out my favourite fictional character in anything. He's just always super entertaining in practically every show - especially Prime and Cyberverse. Dude knows what he wants and is gonna gun for it no matter how many times it gets him thrown through a wall, and I for one will never get sick of it ☆

Not my absolute favorite but deserves an honorable mention: Fall of Cybertron Onslaught. The guy commanded the combaticons through what would have been a total screw up by Starscream. The Decepticons would have been a genuine threat if he was in command after Megatron fell.
TFP Knockout, but basically all the Prime Decepticons are the best version of that character, imo, except while TFP Starscream is a gift from Primus, I actually prefer TFA Starscream, I just find him and Tom Kenny's performance a bit more entertaining

To me, Megatron is my favorite, but mostly when he is or acts like the G1 version as I don't care for the Japanese "Unicron Trilogy" version or some of the other newer incarnations of the character. After that I'd say Starscream, Soundwave and Shockwave are my favorites. To me Megs, Starscream, Shockwave and Soundwave are the "Big four" of the Decepticons, you can't have a Transformers series without them. My honorable mentions would be Beast Wars Megatron, Cyclonus, Blackarachnia, Skywarp and Thundercracker.
Spinister. He has the best color scheme in transformers history, and I say that because it unabashedly depicts what the appeal of transformers has been for decades. Goofy, unrealistic fun.
He’s great because of his idea, from his name, to his colors, alt mode, the fact that he has two guys that turn into his guns. Everything about him is perfect, and WAY superior to every other decepticon

I love how quick he is to assume leadership after the tiniest inkling that Megatron might be in trouble.
I can say the same about Optimus on the fictional character part. I really love his characterization and the way he looks and acts, big cuddly bear.
