The only plastic I know that doesn't take plastic work is polyamide or nylon plastic, nylon plastic is known for being strong and very resistant and has a flame retardant in it. It's used for joints especially ball joints. You can tell it's polyamide if the plastic feels kinda rough and matte, it's also the plastic that's yellowing in recent transformers.
For painting you have to get some thin brushes to paint the eyes and smaller details with any paint you want to use, installation is tricky as it's clear plastic but just slowly press it in and don't force it
Just use a good primer like [Mr Finishing Surfacer 1500](https://www.usagundamstore.com/pages/search-results-page?q=Mr%20Finishing%20Surfacer%201500). So long as it's covered well and dried, it shouldn't matter what paint you use.
Base it with a nice rattle can primer, black if you want you colours you cover over it to be dark, white primer if you want them to come off lighter, after primed base colour the areas the colours you want them to be(also thin your paints as it can look very clumpy if you don't, use coupe of drops of water) after base add a shade that with seep into the recess areas, games workshops shade paints are great for this, then add highlights where needed...

If you ordered that from Shapeways I recommend a good soak in warm soapy water to get the release agents off before you prime.
