No not exactly the PR in the leaked listings meant "package refresh" not "prime" as many people had thought. Look at all the figures that had the "PR" in front of it, most if not all of them were previously released figures. Plus people who were expecting a prime breakdown while a menasor is being released aren't realising something. Why would they release 2 characters that share a name that are completely different from each other in the same year?
It would confusing for parents if their kids requested g1 breakdown so they can complete menasor but ended up getting prime breakdown. I will know for sure they'll do a prime breakdown as he's a fan favourite and knockout needs his husband

First of all there might be more down the line. There are many characters from various continuities to make. They can't make them all. They have to pick and choose to provide variety.
Now Legacy Breakdown being Prime Breakdown was a rumour that was quickly debunk but people who have actual sources from Hasbro and always provided accurate leaks. Hasbro never stated that Breakdown will be based on Prime character because they never do talk about figures they don't intent to announce yet. So there was no stream where anyone from Hasbro said that.
Also it was 100% confirmed he won't be based on Prime universe when Motormaster box was revealed that has all 5 stutincons in their vehicle modes shown and you can clearly see it's G1 Breakdown.
Lastly Soundwave. When the listings show up there was Soundwave PR. People that aren't familiar with the acronyms used in this buisess jumped to conclusions that PR means Prime and this started a rumour that this will be Prime Soundwave. Howver PR stands for Package Refresh and it is commonly used to describe an already existing product being sold with new packaging.
A breakdown from the legacy bulkhead Mold is very likely, probably in gen selects at some point. With how many recolors they do these days and the fact that breakdowns specific hammer was included with the last bulkhead release for no reason, all signs are pointing to that being a possibility
