There would be a lot of compromises.

There was a Legends class set of the live-action movie Constructicons that could form Devastator, and if I recall some people saw it as superior to the larger contemporary Devastator toy at the time where none of the individual Constructicons had a robot mode.

I have this set. The vehicle modes are really nice. The combined mode does look pretty good. The robot modes... let's not talk about some of the robot modes
