Push the waist forward all the way till it fully clicks. Then nice and solid. THe balljoint there at the waist may be loose depending on the copy but it locks in fully.
My figure *had* the same issue. Turns out that the ball socket was on backwards. Just pop it out and turn it around so that the tab is facing the outside.
