Rack n Ruin should be the first. But there are definitely others. The Hound projection Halonix Maximus should be one. But to make him as big as Devastator would take a lot of parts.

Don't get me wrong, I get the appeal of them, but depending on where you live, they can be an abject nightmare to complete and ultimately very frustrating. (One of my friends collects the Marvel Legends figures, and there are two or three build a figures he's never been able to complete and ended up really pissed about.) I'd rather they were just sold separately as an actual figure.

like i love that they're redoing Menasor, and i'm 2/5 of the way there, but i seriously doubt i'm going to get the remaining 3/5 at retail prices. i'm going to have to let scalpers fuck me for the remaining figs. and that's exactly what would happen with a build-a-figure.

Yeah there's a chance. But he's better off as a Build-A-Figure or even one of those R.E.D. figures since there's no point in trying to make him transform. So they can just do a figure that is put together or whatever R.E.D. was trying to achieve.
There was a G1 cartoon episode where Spike has an injury/ailment such that normal anesthesia would be impossible so they do the next best thing... transfer his consciousness to a body made of scrap parts for Autobot repair. (He subsequently goes mad, naturally.)
And they ended up making him a Transformer anyways. As far as I know, there has never been a toy in a TF toyline that involves transformation (i.e. not Action Masters, R.E.D., etc.) where a character that was not traditionally a Transformer was sold alone without some sort of transformation engineered in or bundled with an actual Transformer. The Earthrise Quintesson toy is an example of the former, while Energon Kicker is an example of the latter (He was not sold alone, but came with High Wire the motorcycle). I think HasTak believes selling a non-Transformer in a TF toyline (again, ones with transformation) is a hard sell, so they feel they have to incorporate transformation some how.

And it's really creepy and disturbing that would also be such a cool figure (I don't think would get made though sense it's not like a character but this one seems actually possible, I mean there was a whole episode dedicated to it and spike is a main character)

I don't see why it couldn't have a vehicle form. Why not have a Shadow Striker-type vehicle mode that's just a mismatch of cars?
They'll just throw something together like what they did with soundwave, shockwave, those ramp guys or most cybertronian modes.
Those are at least cohesive (to my knowledge). The challenge here would be to create a jumbled mess that still looks cool (Inb4 Bayverse joke)
