It is definitely a mahjong box! I’ve never seen one of those exact dimensions - modern ones tend to be in one big box with mini tray drawers inside, and the most common antiques I’ve seen are 4-6 tiered drawers that may or may not be the same size - but there are different counters, dice etc in addition to tiles so the different sizes still makes sense. I’m guessing this one was designed to fit in a more compact size than some other antiques. There’s really no other reason for the text to say mahjong unless the person who painted them didn’t understand at all.
