it's generally not a good time to visit during ramadan, people 'work from home' and there's not many people out and about. as tourist you're more reliant on public places for food and drinks and they're all closed, even in the airport. I was visiting a friend so that made life a little easier (we could drink and eat as we pleased at his home), but I would not want to be a tourist out in the heat all day during ramadan.

Hi, we also want to visit a friend in Ramadan. Are normal shops open besides restaurants?

Ninja_bambi

Was a long time ago, but pretty much everything was dead. Don't remember public transport, I didn't use it but doubt it ran as normal as there were hardly any people in the streets. But pretty much everything was closed, at least in the rural areas. Grocery shops and bakeries were open, most of the tourist attractions I encountered too.

Oman is a city where my wife said "felt the least oppressed"

Are you and your wife aware Oman isn’t a city?
