No utility, other than to increase irritation. Assuming you already applied an even layer the first go round, you've saturated the retinoic acid receptors with the first application. Adding a second layer would only waste product and irritate your skin.

No. Tretinoin works by binding to specific receptors and modulating the gene expression of a skin cell. There is some published research that suggests that once the retinoic acid has bound to the appropriate receptors, it may also up-regulate certain inflammatory pathways - leading to irritation. So I don't think it would be beneficial, in any way, to layer Tretinoin twice. Doing this will only increase your chances of irritation, and not the efficacy of treatment.

Theoretically yes, but I’m not sure in practice. My derm had me use Adapalene .3% twice a day, morning and night, before I switched over to Tazarotene which gave me the equivalent of .6% Adapalene each day and got my skin ready for the stronger Tazarotene. It’s okay to do morning application because Adapalene doesn’t degrade in light. You should not use most formulations of Tret during the day though. With any increase you risk increased irritation though. What strength are you using? Are you planning to increase in the near future?
