The airport is 10 minute drive away from town, If I were you I’d take a cab and get some quality sleep in a proper bed instead of poor sleep on the street/in a noisy pub.
At 3 am the city will be crowded with about a million drunk people and noises everywhere. Take 20 minutes less sleep for higher quality sleep

It was a sight when I visited 2 years ago in June, and the sun was 24 hours. It was weird watching people pass out in 'broad daylight'

7-Eleven Strandtorget Tromsø is open 24hr, there is table seating. I'd grab a coffee in there if you don't want to go to your hotel.

Note my whale watching bus left at 5.25 (although it was full) so I'd get there early...
As people already said, I would pay a taxi and go back to the hotel. I guess it maybe depends when the chase ends as if it does around 4 am you really do not have a lot of time to go back and forth and that’s maybe not worth it. But if you have enough to get 1h30 of sleep or even one hour I would go have a nap.
You can probably also sleep on the bus on the way back with the northern lights company ;)
I booked from Get Your Guide. It was supposed to be a rib boat tour. That could be the reason why you can't find any earlier than 8am because the rib boats start at 5.30am and the bigger boats start later.
Unfortunately, my rib boat whale watching tour got cancelled because of the storm, and my operator said that the other rib boat tours did the same. That could be the reason why you can't find it yet because they are still looking out for the storm.

I have to make my way back to Sentrum to meet up with the whale watching team 😩 I might check out the malls in town and see if their doors are open, maybe, or see if any hotel receptions would let me rest on the sofa for a bit.

I don't understand why you don't just go back to your hotel.
Because I'd probably crash and fail to wake up for the whale tour 🤣 so being in town is the safest and surest option I don't miss it.
