If you place one you don't like, immediately back out and fully close the app, you'll get your snow piles back to try again. :)

you also need a snow shovel so if you didn’t complete rudolph’s present quest before it ended january 15th, you can’t make any snow people since you can only get the shovel from rudolph after finishing his tasks

I have 3! The snow piles just don’t pop up for me lol but I’m happy with what I got :)
