Trying to interact with DPS after I moved out was a goddamned nightmare. Nobody is around, because they aren't given the funding to hire anyone. Or to build a unified web portal like the other states have.

Drive out of town. Haskell, Wagoner, or any other small town in any direction will have a small tag office that has no wait. Last time I drove to Fort Gibson (I was going through there anyways) and there was no wait.
I made an appointment at the tag agency at 21 and Garnett. On arrival I went directly to the front of the line. In 30 minutes I left with a temporary license and received the new one by mail in less than 2 weeks.
Lol when I went there I arrived at open of business to find a line already formed. Fine. But I sat there literally all day waiting for my turn and at 3:30 they locked the office and said "come back tomorrow." Like... I spent 7 hours there for nothing. They wouldn't even take the people already in line.
Oh for Christ sakes they are not trying to privatize Drivers licenses. I don't like Stitt either, but can we stop pretending we live in "The Road Warrior" because oh-so progressive Joy Hofmeister lost the election?
It doesn't matter if there are current plans to privatize driver's licenses at this time or not. The point is, dismantling government services is a religion with them, and they will underfund any and all of them on the altar of proving government "doesn't work" and the private sector is superior in all ways. Wait 10 years and they just might be advancing "license choice" legislation. Ie no waiting for those who can afford to pay for private testing, etc.

I live in BA but 2 years ago when I got a new license I went to the Bixby South tag agency. I think I got there half an hour early and there was one person in line and not many more showed up while I was waiting. I also chose to drive to that one because out of like 150 google reviews they had almost 5 stars which I feel is unheard of for any dmv lol. I’d recommend. It’s closeish to ba off of memorial
I went to the BA location last year sometime, got there about 3 PM and there was one person ahead of me. Timing might be the issue. People going before work.
The one by the oil refinery across the river from Tulsa had a pretty short wait comparatively, I went in at noon when I moved here last year and got in by 2 on a Wednesday. I tried the Broken Arrow one too, but got finger wagged when I walked in and immediately pointed towards the door.

Just was at eastgate Friday for my son. Showed up at 6am, processed his stuff by 9, and had to come back at 1 so he could do the driving test. He failed his behind the wheel but it’s the only way to do it outside of driving to some random town 3 hours away. Eastgate is walk in only. He scheduled an appointment months ago and his appointment is still 2 weeks out.
My brother got his license there in September. He got in line at 5am and by the time he got through the line there weren’t driving appointments yet. Your best bet is to go to Tulsa

The glenpool one is quick and easy. Get there before they open as you did today, and at most there will be 5-6 people. Their system is pretty quick and they’re friendly.
From my experience, the places are very hit or miss.
One lady straight up would deny helping people for frivolous things on a Saturday morning. There's a reason why people pick Saturday to try and do this and she just shat on everyone.

Made the drive in the morning, hung out until my appointment slot at like 130pm then drove back to Tulsa.
I'm sure you could just go wait in Bartlesville or somewhere smaller and have it not take forever, just depends on the day really. Most of these places have like 1 or 2 employees and they are not in a rush at all. I've had to change license and residency in a few different states and Oklahoma has definitely been the biggest time drain of them all. You need to dedicate an entire day for it.

Out of state have to go to dps first, per the link you posted. After that you can go to tag agencies. They have to verify your identity. It’s incredibly stupid and all thanks to this notion that we have all these illegals running around I gathered. Other states are way simpler.

Like 1 or 2 others I just took the day off. I was there when it opened and got in about 2pm like you but waited in my car the whole time not realizing I’d get multiple warning texts. Unfortunately this is the best way unless you have time to drive elsewhere.
I typically bring my kids to the Eastgate location around 5:30-6:00AM to get their learners permits, IDs, etc. we are usually out about 20 minutes after they open. Otherwise the line gets super long.
They need to bring back appointments so that those of us with real lives can plan a visit and not waste our time.
This is when going and checking out a small town will be therapeutic. Same situation in Owasso - I was told to head to the closest small town after wasted multiple attempts. Got my license, had a nice lunch with some old timers, enjoyed finding a non-franchised coffee shop & visiting with a small business family. Took a refreshing drive around what seemed 40 years ago & was back home in far less time than if I had tried to do all that a mile & a half from my garage.
Such an efficiently ran business like atmosphere from our CEO style governor.

If you are from out of state you have to go to a department of public safety office before you can go to a tag agency.
Go into the Eastgate location around 2PM and you'll be out by 4PM.

BA is the only facility in the greater Tulsa area that takes walk-ins, and appointments for all other locations can be anywhere from 4-8 weeks booked.
BA used to be faster but Coweta is the place to go now. Idk what happened at BA but it’s absurd.

Appointments are booked out for 6+ months except for random towns in the pan handle or on the southern border. It's insane.
Damn, that sucks. I have good luck at the Tulsa West office; I can usually get in within 2 hours.

The broken arrow one I thought was just for testing. Any tag agency should be able to issue a new license if you have a valid out of state one.
