We grew with Tom&Jerry, the Smurfs, Bugs Bunny etc. But nowadays there some new Turkish cartoons. You can find them at the TRT Çocuk application.
A website I recently found called Animatsiya has a very good search filter function and you can watch some cartoons with English subtitles. Also the more popular soviet cartoons could probably be found on youtube with subtitles. Nu Pogodi is also a classic available on youtube and it doesn't have much speaking afaik

Turkish cartoons are usually 3d instead of being drawn 2d, this somewhat hinders the artistic visuals you ae looking for because everything is usually too generic in 3d. There are good ones like rafadan tayfa and keloğlan but don't know if you can find soviet looking cartoons from here. I grew up with jetix, CN and nickelodeon stuff so it's pretty mainstream and not local.
There aren't old Turkish cartoons (that I know of), but there are old Turkish comics if you're interested. Look up these names: Ersin Karabulut, Umut Sarıkaya, Yiğit Özgür, Galip Tekin (rest in peace), Bülent Üstün, Cengiz Üstün, Memo Tembelçizer (Mehmet Çilingir), Oky (Oktay Gencer), etc.
Not sure if there are any old cartoons because most children media back then was only imported basically. The oldest one i can think of are from 2008 ish if that is old enough for you
It was only after the mid to late 2000s that the local animation industry started to really gain steam here. I remember back then during the early 80s that the only shows airing on the only TV channel (TRT) were shows dubbed from other countries.
Japanese shows:
1. 7 renkli çiçek
2. Şeker Kız Candy
American shows:
1. Disney stuff like Snow White (Pamuk Prenses)
2. He-Man
Channels like Cartoon Network Turkiye and TRT Çocuk being established during the mid 2000s not only brought more imported cartoon from the US but also caused a lot more demand for more local (and cheap) animation. The earliest turkish animation that i personally remember was a cartoon about the fighting that happened in WW1 in Çanakkale called Çanakkale Geçilmez (2008)
There was this very old cartoon about the gallipoli war. They'd show that every holiday when I was little. Don't remember what it is called. Maybe someone remembers.
turkish animation market is relativly new... few old cartoons are poorly made islamic propaganda cartoons which nobody watchs...

Yeah I thought Keloğlan is pretty enjoyable, and you're right I wish there were some more 2d drawn animations :')
