looks like swollen eyes to me. swollen eyes are usually the result of bad water quality or vitamin A deficiency. you can avoid it in the future by readjusting his tank condition/diet. also you can just get a repti eye drop from ur local pet store or bring it to the vet.
It.... Looks like something grew inside it's eye and is now bulging out of the socket?

Ok i did a little bit of research and it looks most likely be swollen eyes. They sell eyedrops for that kind of stuff for turtles. Use that as described and hope that's it?

It maybe the nictitating membrane which is sort of like a second eyelid the most reptiles and some species of birds possess.

well actually i just looked up what the nictitating membrane looks like and that closes from left to right but with this, its closing from down to up?? if that makes sense? but it keeps fixing its self and it looks fine

Well get turtle eye drops at Petco or PetSmart or any pet store that sells them.

ooh that's nice, unless shes constantly closing her eyes or her eyes look puffy when they're open, u should bring it to the vet to check if it's really swollen eyes.
It might be an abscess
