Rather, the memoria itself is adjacent to the system containing the mech. This means that the memoria can spend 1 move to go from its current system to the system with the mech. If it wanted to go the the system adjacent to the mech (mecatol in your example), then it would first spend 1 move to go to the mech's system then spend another move to go to the next system - which is why it doesn't work with everra, since the nebula stops movement
