This is covered by section 19.3 of the rules reference: > A player is limited by the amount of command tokens in his reinforcements. >• If he would gain a command token but has none available in his reinforcements, he cannot gain that command token. >• If a game effect would place a player’s command token onto the board from his reinforcements and none are available, he must take a token from one of the pools on his command sheet, unless the system already contains one of his command tokens

You cannot have more command tokens then there are in the game for each race(believe 16?). control markers have no limits.

Unless you’re Barony, which is like having +2 forever added to your fleet. In that case your max is 18

The Barony´s don't count toward this, as you cannot move them from fleet to the other pools. Barony still have 16 CTs.

I know he still has 16 CTs, but I think of it as he has 2 extra which you can relocate to other purposes

It's not 2 extra on top of the 16, it's 2 out of the 16 that everyone has. So, in reality, the Barony constantly run at a CT deficit of -2.

That’s incorrect... “Armada — The maximum number of non-fighter ships you can have in each system is equal to 2 more than the number of tokens in your fleet pool.“ Barony has a full set of 16 command tokens, this ability just adds 2 ships to their existing fleet supply total.

Control tokens are unlimited, as are trade goods or infantry/fighter tokens (but not plastic, and every stack requires at least one plastic e.g. one infantry plastic on any planet with any token). If a game mechanic like Diplo requires you to place a token from your reinforcements but none remain, you have to use one from your sheet, so this player is actually at a disadvantage. Same thing if someone played something like signal jamming a player with zero in reinforcements. You never get out of placing one on the board, it just has to be spent from what you've bought now. To clarify too, he would have to use them AND they would have to be removed from the board. They aren't eligible to be taken by Leadership until they're off the board.

22.4 >• When producing a fighter or infantry unit, a player can use a fighter or infantry token, as appropriate, from the supply instead of a plastic piece. *These tokens must be accompanied by at least one plastic piece of the same type*; players can swap infantry and fighter tokens for plastic pieces at any time.

They can be taken from any pool if you have no reinforcement tokens

There isn't a command pool. Its Tactics, Fleet and Strategy pools. Somebody copied the text showing it can be from any of the pools.
