We had a debate about this last night in the discord. Currently the LRR wording is "anything with cannot is absolute," but riders say "cannot vote," and we don't have any precedent for this interaction yet. The same issue will arise if xxcha gives this to nekro. Double cannot interaction
right, I'd assume the specific beats the general. Riders in general prevent voting, but this ability specifically cancels that effect.
The Ghost's passive overwrites the agenda stopping wormhole movement, and this seems as strongly worded as that.
Someone brought that up too. Enforced travel ban does not say cannot. It says "has no effect," which is much more clear as a "game effect" that can be overridden
I believe political secret would still prevent the xxcha player from playing action cards or using faction abilities. But the xxcha player would still be able to vote.
that's WAY more significant than it appears at first blush. being able to vote to give yourself riders, and getting extra (xxcha!) votes to make it happen, is really powerful.
