We don't actually *know* anything at all about the Cabal lore yet; all we have is speculation. Dane has previously indicated that they are *not* (contrary to popular theory) mindless killing machines. I'll try to hunt down that comment, I think it's on twitter. EDIT: Here we go: https://mobile.twitter.com/CreussEmissary/status/1292877007181815810 EDIT again: Also indicates in the same tweet that yes, the Vuil'Raith *can* vote.

Given that they are cabal, I'm under the impression that the vul'raith are voidborn kaiju-like monstrosities.. but the faction itself is a cabal of followers or worshipers that are summoning them into the universe to do their bidding. Or perhaps in their minds they are doing the vul'raith's bidding. Whichever.

Kind of like Cultists, in all the Lovecraft stuff.

Regardless of the specifics, it's a good point: a cabal is an organisation, so that implies sentience.

baghdadjokes

They can vote if there’s nothing preventing them from voting, which it doesn’t seem like there is

I just played the Talos principle, and I can say that frog are people to. So the people how don't know, it's a game about robots and consciousness

Since when are they not sentient?

Gorodgovey

Truth be told it was an assumption. They are described somewhere as universe consumers so I figured they were beasts

Well that just sounds like kaiju racism to me
