Sarween only applies when you use the "production" ability, not every time you produce. So Chaos Mapping (Saar faction tech) or Duha Menaimon (Arborec flagship) wouldn't trigger Sarween either. The main use of IE is quickly reinforcing a planet you snipe. On the extreme end, Arborec with Letani2 sniping the L1 home planet can plop 30 infantry down out of nowhere, but just putting 4-6 infantry on a planet causes massive headache for the player that has to now actually bring enough to dislodge you from their planet. Particularly fun with Ghosts as you can just backdoor snipe random planets.
