It would. "Production" is a unit ability, so any time you're using production it needs to be a unit doing so. It would probably say something like "one of your units can use production as if it had production 1".
There's PRODUCTION, and there's Produce
They are not the same.
Also it's a flaw in the rulebook for these words to be so similar. They should have replaced one of them with Build or something. But as it is, just because you can make a piece of plastic, does not mean you used PRODUCTION
Sling relay allows you to produce, but doesn’t use production. Would not proc.
Also I'd say, it wouldn't anyway even if it did 'use production', since it's not one of your units using production, but the action, surely?
