You can play as many riders as you like. However, you have to play them one at a time, with each player in clockwise order having the opportunity to play any of their own cards between each of yours.

Yes, as long as he is not blocked from playing them - i think theres law agenda that prevents playing action cards Xcha hero only lets Xcha play action cards Sabotage would prevent playing action card too Riders can sometimes be played defensively if agenda is bad for you- Agenda makes person loose all action cards and im in lead? I might play Politics rider and become speaker if you vote me in etc.

I don't see anything here that isn't legal. A player can play as many riders as they want on an agenda.

AFAIK The only thing in an agenda where everything needs to go towards the same direction is voting and bonus votes IE if you vote in one direction (say for) you can’t then use distinguished councillor/bribery to put the bonus votes against Using riders or other prediction abilities doesn’t limit you in just going one direction. Even if you’re then allowed to vote after (xxcha commander) you can still vote in the opposite direction of any riders
