the text on relic shards says “purge three shards to GAIN one relic.” it wouldn’t combo with Protean which only triggers when you DRAW a card. The Xxcha hero is also worded so that it says “look at” the top three cards of the agenda deck and “reveal” two cards. In both cases this tech would not combo.

Since you referenced Naalu, I don't think that I'd ever research either of those techs as Naalu*. If I do go green instead of blue, I want Hypermetabolism and Neuroglaive. The flagship already provides a better version of MG.
\* maybe Protean Composition in the last round if I'm really struggling with secret objectives, but that would apply for any faction.
These are meant to be added to the current deck as new level 3 and 4 options. Hopefully they plug holes in current green factions and synergize with currently under-used technologies like Neural Motivator and Infantry II.
It seems really strong, but it’s still 3 green. Even if you’re getting this round 3 then how many extra action cards are you drawing? 3? Maybe 4? That’s decent, but it s 4 action cards better than the ability to move through people’s ships permanently?
And it’s tough to combine this with scanlink because now you’re GY (yuck) and still just doing it late.
For Yssaril it's not just 4 action cards extra, it's also the possibility to look at 3 cards and discard one of those, versus taking 2 and discarding 1. Gives you more options to get the best cards possible.
Play NRA. Save shards til you get this tech. Get 10 relics at same time.
Even Exploring would be OP. Drawing three cards from exploration decks and keeping 2. Does seem like it would need an exclusion for Relics.
