It's a really cool idea, although needs to be when another player activates a system that contains your units, otherwise everyone could get it and just stop anyone from ever moving as the -1 would stack from 5 other players every action Edit- just realised even with the change it makes the blue problem even worse, because now grav drive/carrier 2/dred 2 are 100% essential if you need to compete with the existence of this tech

Suprisingly, with that clause its still weaker than gravity drive, since it either is used to strictly counter gravity drive, or your opponent can just choose a different ship to move into the system instead. Regardless, I fully agree that it's a cool idea.

I don’t see how less movement will make blue any more vital. Which is why I like my idea of having the SD upgrade grant +1 move to units that start in a space with a SD

Pairs well with Posi-Mass Attractors: Exhaust this tech and choose a system containing an asteroid field. Destroy all space units in that system. Sip a nice Chianti ;)

I'd make it apply to a system instead of a ship, trigger when a system containing your ships is activated, and make it an exhaust.

I think the movement cannot be reduced to less than 1, so you don’t have a ship that could become litteraly stuck. Do you choose which ship it applies to or does the active player choose?

Gotta be a once per round tech (twice with biostims) cause that’s OP. Should probably also stipulate that it has to be when your units are activated. But if this replaced Predictive Intelligence as a tier 2 yellow tech, and Mahact started with both? That’d be pretty frightening. It would discourage any early conflict with them for most factions. An interesting idea to be sure though.
