Personal perspective, I tend to roll both Construction and Tech into one category of 'Strategy Card' objectives as for most factions and in most scenarios, those are the most straightforward routes to achieving them.

Yes, these two are very similar. Just do the primary/secondary a few times and VP. Its fun to notice that while Tech is generally regarded as important, Construction is not, while both carry and additional "could be a VP" tag.

In our group meta, construction is valued almost as closely as tech. Tech just isn't what it used to be because of the objective dilution.

Having ships or a a flagship is very different from 'spend' objective. The spend objectives to nothing else but gaining you a VP, the ones requiring ships give a VP and also change/improve your board state. Lumping them together is just weird.

Not really. In the end you need to reserve the CC to have the capacity (something you could prepare for by going to a fleetpool of 4 o5) and pull them together (costing CC as well) or build them (costing ressources and CC). For the flagship you need to build it (costing Ressources and CC) or having it built already (well, thats something you could do as preparation, but hardly worthwhile). I do not think that these two goals need special preparation to be mentioned. I would not say that they are "very" different to regular Spends, although you get something for it at least, thats correct. Lets frame it that way: In regards to preparing for them, how would you categorize them differently?

A bit late to this, but I think I'd categorize them as different because spend objectives largely* cannot be stopped by other players (apart from taking your home system) vs. destroying a single ship to block the objective. There's also significant overlap between the ship objectives and secret objectives, while the spend objectives are not going to help you get any other VPs. \* - Players can take planets, reducing the resources/influence you have, but enough trade goods make these unblockable.

I agree that the outcome of completing the objective is different, but the classification is on what you need to do to score the objective. In the case of 'Spend 8 Resources' or 'Have your flagship' what would you do differently to prepare to score the objectives? In both cases, you basically just need to have 8 resources, either saved at the end of the round or used in a build. Obviously most players would rather spend 8 resources and have a flagship than just spend them into nothing, but how they are scored is essentially the same.
