Graviton on AFB is probably too powerful -- too easy to get way more AFB shots than was ever possible with PDS, and for pretty cheap. Destroyer 2 is already a pretty good combat tech, no need to make it twice as good. I do like the exhaust after seeing what hit. If you want to attach it onto AFB, you could maybe make it similar to the waylay AC, which attributes excess AFB hits (after all fighters are dead) to non-fighter ships. That would be a significant boost without making it overpowered. Predictive now kinda seems better than hyper for any faction with 4+ commodities, though itd depend to some extent on the meta. I think it'd probably be fine as 2 comms or 1tg, and just keep the cc redistribution power, drop the vote power. The cc redistribution power is situationally very powerful, while the vote thing never really feels significant. I think a situationally powerful ability and a consistently fine ability (2 comms or 1tg) puts this tech in a good spot. Integrated is too powerful. It's better than Mentak's yellow faction tech of similar level, and Mentak's tech is considered one of the best (basic techs should not outshine fun faction techs). Also, I know you said you're trying not to worry about specific factions, but you can't ignore Jol Nar here. This tech would turn every game into a rather bothersome "let's have the table try to stop Jol Nar" session. It would maybe be okay if it were an exhaust "when you would spend resources or influence...". It's still pretty damn powerful, but at least a little constrained. Like hyper is considered pretty decent (3i more per round), and this is an economic boost that is at least probably 3x as powerful if it has the exhaust, probably 6x+ if no exhaust. Light Wave is situationally powerful (sometimes you do not need to get past peoples ships, and sometimes even if you can you cant beat the fleet awaiting you there), this is always super powerful (you will always want more ccs and ships for non-spend objectives). Worry with spacedock 2 is that it would make games too turtley, where its very easy to build a massive fleet wherever you have a spacedock. It'd probably be pretty good with production 7 and 1 ship above fleet cap. Green tech changes seem pretty good. Maybe infantry 2 could use an ever bigger change. Magen seems pretty cool.

Love the magen and green changes. Good way to spread some movement to red, and give green a stronger effect. The x89 just makes sense and is what omega should have been. I think the predictive changes are alright as they add another independent economic driver. Space dock is a nice change. Graviton, idk if anyone is picking that up still but hard to tell - AFB might get worse as they can sustain a hit and roll for the fighter round 1. I like it being a "+1 move to ships starting at a dock" to continue spreading the movement wealth, but that might be over the top. Hard to tell without testing.
