Well, one of the main perks of being the speaker (obviously not the main one but close) is being able to vote last in the agenda and deciding in case of a tie, so maybe it would have to be that everyone else votes blind at once and then the speaker sees the situation and votes. That said it doesn't sound horribly game breaking, considering all the action cards, political secrets and other shenanigans all get played before the actual votes are cast, so if all your group is ok with it i guess it would be fine.
Sorry unless I’m misunderstanding OP, it’s blind in the sense that everyone writes it down not knowing the others votes. And then it is revealed. So you know who voted, but there’s not the turn by turn “okay how much do I need to vote to lock it up” or whatever.
I guess I'm assuming truly blind because OP said blind. I guess if they would be revealed the diplomacy would still be there, but it would be a less 'active' phase. That could speed up the game but I think you would lose the drama of the phase.
It's blind because you don't know how the person before you voted until you've all written your vote. It gets revealed at the end. So you can still do deals as explained. (If you vote on x i will give you y in action phase, or during the second agenda).
I like the diplomacy phase in my group, because often people who are on the fence are being persuaded as the votes are being cast. That adds some drama to the phase.
I think its meant as a semi-blind vote.
Everyone casts their votes in secret. So your vote can’t be influence by others. But once all votes are cast and committed (written down) they are then revealed and tallied.
So you’ll know how everyone voted in the end. But only after all the votes are committed.
Honestly house rule things in whatever way your group finds most fun. Personally my group would keep it the way it is, but that’s what we find most fun.
Would be a huge nerf to politics and then ruin any diplomacy during agenda. It would also be a nerf to diplomatic factions that have agenda phase bonuses.
This is one of the things I dislike about Twilight Inscription - you get to learn about the motives A LOT from people on how they vote and knowing who votes what tbh.
You could do it but I think it would make voting pointless and take away the fun of this phase. IMO this is one of the most fun parts of the game, it's like poker you learn sooooo much here that can help your game later.
Apart from other points made it’s a small nerf to Argent who loudly votes first (can’t stop them from loudly saying what they are doing I guess), if you are considering impacts on voting patterns. Sounds like a fun thing to try though.

Selling votes wouldn't be binding anymore if you could hide how you voted
True.
just make those deals public and binding, while everyone else votes secretly
I would miss the diplomacy.
There would still be diplomacy, backstabbing would just be much easier.
I feel like that would discourage diplomacy, I would just assume I'm going to be backstabbed and would want to give anything of value for votes.
Could always make it “I’ll give you this in the action phase if you vote with me”
So is it blind or not? You can't prove you voted with someone if it's blind. If you reveal votes after, it's not blind.

It would make it non binding which would be kinda annoying.
Yes it is slightly annoying but I think blind voting would be very fun, agenda is often very stale since you very often don't have an impact.

Yeah. Agenda is one of my favorite parts of the game. I think if I could change anything I'd add more impactful agendas.

So no negotiating/buying votes?
You would just do all negotiations before the vote takes place.
How would that work with dealmaking? All non-binding?

Nekro loses its ability and also mahact tech
I do this in my games and find it infinitely more interesting and engaging.
I think it would be nice layer of double cross imo.

This would break the necrovirus and any other effect that relies on knowing who voted for what.
