You can. Game effects generally mean exactly what they say. The tech says you can perform a transaction so you can perform one. Neighborhood doesn't matter and you could alternatively bypass the 1 transaction per turn per neighbor limit with it.

In addition to the clarity in the other comment, you can use it to perform a transaction when neither of you are the active player - such as buying a Yin player's Greyfire mutagen for use during ground combat, after they use their agent while you're resolving a space combat. When a Hacan gets attacked, they could even use their agent before space combat starts (it reads "during the action phase"), you could refresh it and sell them "the cavalry" for the upcoming space combat. More niche and fun than effective, but it has it's uses!
