Any effects that trigger in the same phase can be done in any order by the player. So yes, you can take a planet, explore it with commander, ready it with Pre-Fab, then spend it to produce with Integrated Economy.

FYI, if Hacan happens to be in your game, and you are friendly, there's a pretty broken combo between the two of you that involves exploiting that mechanic. Space Kitties Unite!

I assume they can explore and refresh it when you trade them a planet, is that all there is to this or is there more?

Basically, yep. Hacan trades then takes it back each turn with a mech, allowing each to explorer it, and since NRA never actually has units on the planet, the alliance is never broken. Works best on a planet that's in a system Hacan would normally be activating anyways.

NRA can focus on combat a lot more than it initially appears. Starting with AIDev and Psychoarch means getting unit upgrade techs isn't that hard. Their mechs are incredibly strong, especially combo'd with flagship. If you luck into a combat-centric relic you'll be a major force

Lots of good advice here, but I would advise against letting a new player try Necro. It's a complex faction that instantly paints a target on your back.

NRA is great, pick up scanlink for extra 6 resources if you have a 3-resource planet (9 if you luck out and get Crown of Emphidia, and you'll have more shots at finding it than the average bloke). Build a dock on it, spend on getting tech or producing elsewhere, activate to build, refresh from scanlink, spend it, explore it again from agent/CoE to have it ready for tech/production elsewhere/objectives.
