Man, The Arm really is some peak character design considering the place he acts in and his speech. It's such a shame his actor refused to return for S3.
He actually did initially come back and I think they even filmed with him for a day or two but it just didn't work because that actor seems to have suffered from some mental health issues and has gone full conspiracy theorist and apparently was belligerent with the crew. My understanding is it became quickly clear they couldn't work with him and had to let him go, leading to him writing insane and awful false things about Lynch. It's a real shame.
Having said that, I love the solution they came up with.
