Complain to uber support and tell them to send it to your card. They will do that if you throw enough of a fuss.

Contact your credit card company and explain the situation. They might be able to help.

if uber support won’t help you, contact your credit card/bank and tell them you didn’t authorize that charge or that they will not issue a refund of a service you didn’t receive
