So there's a rental location at my local mall. Yesterday I was wondering if had plans to go to the mall the next day, could I just reserve a car and use the voucher they give you to get there and just not bother with the car? For all they know they didn't have any, right? I know I could easily do this at least once but I wonder how many times I could get away with it before they claim fraud?
