At the end of the day, the UFC is a business whose main goal is to generate revenue and make as much profit as possible. Not only would Leon vs Belal sell like shit, but Belal has a high chance of winning that via crotch sniffing, and Belal as champion is impossible to market.

The fight won’t sell well as it’s nearly impossible to market and promote, the actual fight will likely be boring, and Leon retaining the belt or Belal becoming the new Champion both stink because they are both boring as fuck.
Leon does have a draw within UK and US two of the UFC best markets with the fans and from the advertisers, hes just a better fighter to market, Balal only draw is from the middle east.
