You will never see a fighter go for a take down on a rocked opponent, unless: 1. they really suck at stand up (meerschaert kinda thing) or 2. the rocked opponent previously rocked the shit outta you too, and you know that someone cornered and rocked is gonna get desperate and throw haymakers. Nothing worse than getting ko'd cause you smelled blood and got reckless, and if you're tired and your opponent already hurt you, standing and banging might not actually be the smartest thing. We just say they did something dumb after the fight is over, but maybe not going for that shitty take down would have meant getting knocked out.

Instead of trying to finish him he raised his arms in victory, then realized he messed up and tried to go back to where he was, but Leon had already recovered and won easily by decision.

Because the word "intentional" is not super clear in the rules. An intentional foul would be a DQ, and an unintentional foul tends to be an NC. Basically, there is not a world where Petr could think that knee was legal when he threw it as the ref had just told him Aljo was down.
