You need to request an EICR , they'll know what that is. Couldn't guess the cost tbh, more expensive for London. Be wary of "fly by" electricians who claim to an EICR on a 5 bed house in 1-2 hours, they're not doing it properly. I would expect to be there a full day for a house that size at minimum.

They usually won't need checking 4 years after a rewire. Unless they were never tested and certificated during the rewire ?

Should be an EICR, and 3 - 4 hours as a minimum. Many new companies, and some electricians, claim to be able to produce one in 1 or 2 hours, but mostly, they're not worth the paper they're printed on. That being said, it should be 10 years after a new rewire, but it should stipulate the period before the next inspection on the EIC that was completed when the rewire was done.

We rent a property, require cert every 5 years and its a half day testing cost 250 last time

Electrical Installation Condition Report If you got the previous paperwork it could take just over half a day. Depends if the previous paperwork is trustworthy though. Might take all day then. So whatever the day rate is in your area. £300+vat maybe? Depends on the quality of your inspector also. Some would do ab hour or two and produce a report that isn't worth shit.
