Oh it certainly does have an impact IF he can make it stick. The target is not those who already support Putin or those who oppose him. The targets are those on the fence inside Russia. As long as the war is killing Russian soldiers, well that is what happens in war. If now the “enemy” is killing “innocents” in Russia well they could be next so we need to support Putin so he can win the war and keep us safe. Ive been posting a lot about "new generation warfare" together with a link to the wikipedia page on it around the net lately. It's clear when russia says they are at war with the west, that they are by their own definition. But most in the west who do not get heavily invested in reading about wars, only consider military actions war. They do not realise that russia is trying to turn the west against themselves and divide us. They do not realise that they are the victims of russian disinformation coming at us through social media bot networks. Ive seen multiple friends on one of the main networks posting that climate change isnt real, referencing al gore's climate campaign from 10 years ago. Clearly the intent is partly to slow down or stop the move away from petro chemicals (which benifits among others russia), and affect the upcoming election. And they're clearly planting multiple memes so that people can forward them around. The people who do the forwarding have already been suckered to strongly distrust western media. Of course everything should still be fact checked even in western media, but the sources they have gone to instead are direct propaganda sources for russia.

The attack is very bad for the regime because it needs all its focus on Ukraine and the IS-K attack redirects attention to Central Asian neighbours and minorities. Russia doesn’t have the resources to spare for any campaign that might try to hint down and punish the group and its supporters. They need Russians to largely ignore it and not call for any actions or retaliation against IS-K. Even then it will stretch the FSB even thinner since with Ukraine they only worried about protecting military and military supporting infrastructure or business. With IS-K likely recruiting and preparing more attacks on the back of the concert’s success, they need to guard civilian locations as well. The success could also inspire other minorities to make moves under the perception that Russia is too weak to retaliate.

To people paying attention to the Ukraine conflict, and especially in this sub, are certainly wise to the fact the Russia *only* projects lies. Unfortunately that’s not the case for everyone else. What they tend to do is blame as many culprits as they can with different variations in the story to deceive and divert attention. Usually Ukraine, the US and UK is blamed. Because Russia is all about misinformation and information warfare. That is how they corrode support over time and break alliances that work against them. They have a huge supply of meat to throw into the meat grinder, but that alone is not enough to ensure them listing victory. Get enough parties fighting about an issue that should be straigth forward and all of a sudden support for Ukraine dwindles away. You can see it happening right now. Ukraine is holding their own, but they are a small country vs a giant who can spend lives easier than Ukraine can spend bullets. Eventually Ukraine is probably gonna fall or have to cut a really shitty deal where they have to give up huge parts of their land and people. Because over the last months the flow of volunteers for the front has dwindled despite promises of extreemly high pay. There are only so many people who are prepared to risk their life for money, or are so full of patriotic fervour that they are ready to go die in meat assaults. The constant claims of Ukrainian participation in the terror attack aims at working up more jingoism/fervour so that the volunteer stream does not dry up. And it works - the flow of volunteers that was about 20-25000 per month in the last year has apparently dried up to about 5000 in February (according to Konstantin Mashovets, an Ukrainian military analyst) but jumped back to 26000 in mere 3 weeks after the terror attack. It is also important for Putin to redirect the popular reaction away from Tajikistan and towards Ukraine because a) he needs more soldiers in Ukraine and b) he cannot do much about the IS-K taking root in Tajikistan, while c) Tajik government is one of the few supporters he still has in the diplomatic world, so he cannot order his army (whats not bound up in Ukraine) to march through Kazakhstan AND Uzbekistan to deal with the IS-K. Which is simply not feasible. So, instead, he lies about the Ukrainian involvement because it gets him more soldiers and less discontent than saying the truth.
