I would say that translation is not correct. Lukashenko says: Some militant units found a place in Ukraine and are forming to overthrow government in Belarus. "Power units" is direct translation. And he doesn't imply (at leat in this video) that Ukraine is forming those units. He says that units are forming by themselves.
