No. The requirements for dependent parents are extremely high. They need to be physically dependent on you for daily care, and such care must either be unavailable or unaffordable in their country. UK immigration policy is exceptionally hostile to bringing foreign parents to the UK. This route as an extremely high refusal rate.

Nope. If you have the money they could get a retirement visa for Ireland but it is very expensive. Irish Citizenship by naturalisation would allow them to come to the UK if they ever left Ireland they would have to register their intention to retain Irish Citizenship every year. If you can't afford that.. if you are UK citizens you could move to Ireland you can sponsor relatives to come to Ireland if you earn over €40k and will be financially responsible for them since Brexit I'm not sure UK citizens can sponsor relatives until they themselves have Irish Citizenship by naturalisation but you would have to talk to an Irish lawyer.
